In order to promote youth mobility, Portugal has signed Memoranda of Understanding with several countries, thus creating more favourable conditions for the circulation of young people.
These allow stays in Portugal for a period of up to 12 months, with no possibility of extension. All instruments signed grant the possibility to work or attend training or study programs, on a secondary basis. None of the activities undertaken shall be contrary to the spirit of the Memoranda.
The following Memoranda are currently valid:
Argentina
Signed on 13 June 2017, the memorandum is valid from the date of its signature. The main objective of the memorandum is to promote youth mobility, for youth aged between 18 and 30 (included), through an extended holiday with an authorization to work or to study culture or languages.
The memorandum sets a limit of a maximum of one hundred (100) visas/entry permits to be granted for temporary stays of up to twelve (12) months.
Australia
Signed on 25 September 2014, and valid since 24 November 2014, the memorandum has the primary objective of promoting youth mobility, aged between 18 and 31, through an extended holiday with an authorization to work.
The memorandum sets a limit of a maximum of two hundred (200) visas/entry permits granted for temporary stays of up to twelve (12) months per year.
Canada
Signed on 3 May 2018, the memorandum has the primary objective to promote youth mobility, for youth aged between 18 and 35, to travel and work.
The maximum number of visas/entry permits is four hundred (400) to be granted to Canadian citizens for temporary stays of up to twelve (12) months.
Chile
Signed on 14 June 2007, valid since the date of signature, the memorandum has the primary objective to promote youth mobility, for youth aged between 18 and 30, through an extended holiday with an authorization to work.
Japan
Signed on 27 March 2015, valid since 1 July 2015, the memorandum has the primary objective of promoting youth mobility, aged between 18 and 30, through an extended holiday with an authorization to work.
New Zealand
Signed on 6 March 2018, and valid since 20 March 2018, the memorandum has the primary objective of promoting youth mobility, for youth aged between 18 and 30, through an extended holiday with an authorization to work.
The memorandum sets a limit of a maximum of fifty (50) visas/entry permits granted for temporary stays of up to twelve (12) months per year.
Peru
Signed on 26 February 2019, the Memorandum of Understanding between the Government of the Portuguese Republic and the Government of the Republic of Peru Establishing a Work and Holiday Program For Youth Mobility allows for Peruvian nationals, aged between 18 and 31, qualified with a graduate degree or that have successfully completed two (2) years of a graduate program, to enter and stay in Portugal for up to twelve (12) months for work and holiday purposes.
Portugal will grant four hundred (400) visas under this Memorandum of Understanding.
Republic of Korea
Signed on 10 April 2014, valid since the same date, the memorandum has the primary objective of promoting youth mobility, aged between 18 and 30, through an extended holiday with an authorization to work.
The memorandum sets a limit of a maximum of two hundred (200) visas/entry permits granted for temporary stays of up to twelve (12) months per year.
United States of America
Signed on 11 February 2019, and in force since 28 February 2019, the Memorandum of Understanding between the Government of Portugal and the Government of the United States of America Regarding a Twelve Month Pilot Program to Build Intercultural Skills and Participate in Training at Innovative Organizations establishes the possibility for US nationals to apply for a visa to stay in Portugal for up to 12 months for work and holiday purposes.
Portugal will grant four hundred (400) visas under this Memorandum of Understanding.
